The 2009–10 Liga I season will be the ninety-second since its establishment.There will be four promoted teams from the Liga II, replacing the four teams that will be relegated following the 2008–09 season. Unirea Urziceni are the defending champions.

Changes from 2008–09

Promotion and relegation

FC Farul Constanţa, CS Otopeni and FC Gloria Buzău were relegated at the end of the 2008–09 season after finishing in 16th through 18th place. They were joined by FC Argeş Piteşti, who were demoted upon a decision of the Romanian FA on 8 July 2009 after their owner, Cornel Penescu, was found guilty of corruption. As a consequence, 15th-placed CS Gaz Metan Mediaş were spared relegation.

The four relegated teams were replaced by the champions and runners-up from both Liga II 2008–09 divisions. FC Ceahlăul Piatra Neamţ and FC Ploieşti were promoted from Seria I while FC Unirea Alba Iulia and FC Internaţional Curtea de Argeş were promoted from Seria II.

Name changes

Promoted team FC Ploieşti were renamed FC Astra Ploieşti, effective to 1 July 2009.
