Charles Simeon Baker (February 18, 1839April 21, 1902) was a U.S. Representative from New Yorkmarker.

Born in Churchville, New Yorkmarker, Baker attended the common schools, Cary Collegiate Institute of Oakfield, and the New York Seminary at Lima.He taught school.He studied law.He was admitted to the bar in December 1860 and commenced practice in Rochester, New Yorkmarker.He served in the Union Army during the Civil War as first lieutenant, Company E, Twenty-seventh Regiment, New York Volunteer Infantry.Disabled in the first Battle of Bull Run and honorably discharged.He served as member of the New York State assembly 1879-1882.He served in the State senate in 1884 and 1885.

Baker was elected as a Republican to the Forty-ninth, Fiftieth, and Fifty-first Congresses (March 4, 1885March 3, 1891).He served as chairman of the Committee on Commerce (Fifty-first Congress).He resumed the practice of law in Rochester, New Yorkmarker.He died in Washington, D.C.marker, April 21, 1902.He was interred in Mount Hope Cemeterymarker, Rochester, New Yorkmarker.
