David Hugh Alexander Hannay, Baron Hannay of Chiswick, GCMG, CH (born 28 September 1935) is a Britishmarker diplomat.

Hannay was born in Londonmarker and educated at Winchester Collegemarker and New College, Oxfordmarker. He entered the Foreign and Commonwealth Officemarker in 1959, and was initially posted to positions in Tehranmarker and Kabulmarker.

Starting in 1965 and continuing into the early 1970s, he was an official representative of the government in discussions that lead to the UK's 1973 entry into what became the European Union.

He held various positions in the foreign office in London during the 1970s and 1980s. He was a minister at the British Embassy in Washington, DCmarker in 1984-1985, and was then promoted to ambassador and permanent representative to the European Economic Community from 1985 to 1990. He then spent the next five years as ambassador and permanent representative to the United Nations.

Most recently he has taken on specialized roles such as Special Representative for Cyprusmarker between 1996 and 2003 and a member of the UN High Level Panel on Threats, Challenges and Change, reporting to the Secretary-General in December 2004.

In 2001 he was created a life peer as Baron Hannay of Chiswick, of Bedford Park in the London Borough of Ealingmarker and made pro-Chancellor of the University of Birminghammarker.

In 2003 he was made a Companion of Honour.

He is also the Chair of the United Nations Association UK.
