Nikolai Konstantinovich
Baibakov ( ; 6 March 1911, Sabunchu, near Baku

) was a
Soviet
statesman, economist and
Hero of Socialist
Labor. He finished secondary school in 1928 and entered
the
Azerbaijan
Oil and Chemistry Institute, from which he graduated in 1931 as
a mining engineer. In 1935, he was drafted into the armed forces.
After
completing his military service, he was appointed chief of an
oilfield production department in an industrial complex in the
USSR
. Later, he was promoted to chief engineer,
then general director. He was in charge of evacuating oil industry
facilities to the eastern regions in the
Nazi
invasion era.
Then he was appointed as narkom of the oil Industry of the USSR
in 1944 till
1946. Because of his success in the planning of the
oil industry sector of the Soviet Union
and experience in economics, he was appointed as the head of
Gosplan (State Planning Committee) of the
USSR
twice (1955–1957, 1965–1985).
