Robert Owens Tiernan (born February 24, 1929) was a U.S. Representative from Rhode Islandmarker.

Born in Providence, Rhode Islandmarker, Tiernan attended La Salle Academymarker.He earned his A.B. from Providence Collegemarker in 1953 and hisJ.D. from Catholic University Law School in 1956.He was admitted to the bar in 1956.He was a lawyer in private practice.

Tiernan was elected to the Rhode Island General Assembly in 1960 and served until 1967.

Tiernan was elected as a Democrat to the Ninetieth Congress by special election in 1967 to fill the vacancy caused by the death of United States Representative John E. Fogarty.He was reelected to the three succeeding Congresses (March 28, 1967-January 3, 1975).He was an unsuccessful candidate for renomination to the Ninety-fourth Congress in 1974, and served as member of the Federal Election Commission,1975-1981.He is a resident of South Kingstown, Rhode Islandmarker.
