Upper Norwood Joint Library is a Public Library located in Upper Norwoodmarker, South Londonmarker. It stands in Lambeth on the edge of the borough boundary between both the London Borough of Croydonmarker and the London Borough of Lambethmarker. It is located on Westow Hill, in Crystal Palacemarker town centre.

Upper Norwood Joint Library is an independent library service. It is funded by Croydon and Lambeth Councils, but is not part of either borough's library services. It has its own policies and procedures and is managed by a Joint Committee of councillors (four from each borough), currently chaired by Cllr Graham Pycock.

Upper Norwood Library also has its own membership procedures and circulation system and does not accept Lambeth or Croydon library membership cards. It cannot accept (or renew) returned books or other items from Lambeth or Croydon libraries.

The Upper Norwood Joint Library receives money from Lambeth and Croydon Councils. However, the administration is carried out on site by the staff.

In principle both boroughs should contribute an equal share of the library costs. For various reasons there has been unequal funding for most of the period since the 1980s, with one or other borough paying more.
