William Frank Norrell (August 29, 1896 - February 15, 1961) was a U.S. Representative from Arkansasmarker, husband of Catherine Dorris Norrell.

Born in Milo, Arkansas, Norrell attended the public schools, the Arkansas Agricultural and Mechanical College of Monticello, the College of the Ozarks, Clarksville, Arkansasmarker, and law school at the University of Arkansas at Little Rockmarker.During the First World War served in the Quartermaster Corps of the United States Army.He was admitted to the bar in 1920 and commenced practice in Monticello, Arkansasmarker.He served as member of the State senate 1930-1938, serving as president for four years.

Norrell was elected as a Democrat to the Seventy-sixth and to the eleven succeeding Congresses and served from January 3, 1939, until his death in Washington, D.C.marker, February 15, 1961.He was interred in Oakland Cemetery, Monticello, Arkansasmarker.
